Any contract entered into by the city with an individual owner, a firm or a private corporation, association or political subdivision for outside aid or mutual aid for fire protection shall provide for the payment by the owner, firm, private corporation, association or political subdivision for such service, equipment or personnel in an amount reached through negotiation by the parties.
