§ 155.04 ANNUAL PERMIT FOR OPERATION, MAINTENANCE, CLEANING, SWABBING OR REWORKING.
   (A)   It is unlawful for any person to engage in the operation, maintenance, cleaning, swabbing or reworking of any completed and operating oil, gas or disposal well unless a current annual permit has been issued for such well.
      (1)   Such permit shall be obtained from the City Clerk on the anniversary date of the drilling permit issued under the provisions of § 155.02 for wells drilled after April 15, 1988.
      (2)   For those wells drilled before April 15, 1988, the initial annual permit shall have been obtained within 60 days after the effective date of this chapter, and subsequent permits shall be obtained on the anniversary date of such initial permit.
   (B)   (1)   An annual permit required by this section shall be issued by the City Clerk upon payment of a fee as set by the Council by motion or resolution.
      (2)   However, no such permit shall be issued unless the applicant is in full compliance with § 155.05 of this chapter.
