(A) It is unlawful for any person to conduct seismographic exploration, survey or testing within the corporate limits of the city without first having procured a permit to do so.
(B) (1) Every person desiring to conduct seismographic operations, surveys or testing in the city shall first file a written application for a permit to do so with the City Clerk. Such application shall be in the form required by the City Council and shall be signed by the applicant or his or her agent authorized to sign the same.
(2) Such applications shall specify the quarter section, the cityship and range and the location within the quarter section thereof so as to identify the testing or survey site.
(C) At the time of filing an application for a permit under this section, the applicant shall pay to the City Clerk a fee as set by the Council by motion or resolution.
(D) A permit required by this section shall be issued by the City Clerk if the application is in compliance with all applicable provisions of this chapter. The permit shall expire 90 days after issuance and may not be extended or transferred in any manner whatsoever.
