§ 30.22 CITY ELECTIONS; OATH OF OFFICE.
   (A)   (1)   The elected officers of the city are the Mayor, Council members, Clerk and Treasurer. The terms of the Council shall be staggered so that at any one general municipal election, the following officers are elected for four-year terms:
         (a)   Council members from odd-numbered wards;
         (b)   The Mayor; and
         (c)   The Clerk.
      (2)   At the next general municipal election, the following officers shall be elected for four-year terms:
         (a)   Council members from even-numbered wards; and
         (b)   The Treasurer.
   (B)   General municipal elections are held on the first Tuesday in April in each odd-numbered year. A primary election shall be held the third Tuesday of March in each odd-numbered year, at which time, candidates shall be nominated for offices which are to be elected at the upcoming general municipal election. The city shall continue to utilize the County Election Board to conduct all municipal elections as may be required by law.
   (C)   The City Council shall ratify the election results of each and every election certified to it by the Election Board before city officials are sworn in to assume the duties of their office.
   (D)   City officials elected at a general municipal election shall assume their duties, as provided by state law, on the second Monday following the election at 12:00 p.m., noon. City officials elected at a special election shall assume their duties immediately following adjournment of the meeting at which they take the oath of office.
   (E)   City officials elected at any general or special election of the city shall take the oath of office at a Council meeting. Whenever the regular Council meeting falls before the second legal business day following the last date to contest the city’s election results, a special Council meeting will be held at 7:00 p.m. on the second legal business day following the last date to contest the city’s election results to administer the oath to the persons certified as elected and as ratified by the Council.
