It is unlawful for any person to use any of the park or recreational facilities without having complied with the rules and regulations promulgated by the Council, as per § 95.01 of this chapter, in connection therewith. Anyone violating any of the rules and regulations, or failing to comply with such, shall be guilty of an offense and, on conviction thereof, shall be punished as provided in § 10.99(A) of this code.
