(A) Day and time. The regularly scheduled monthly meetings of the City Council and Public Works Authority shall be held on the second Monday of each month at the hour of 6:00 p.m. In the event of a conflict occurring because of holidays or other conflicts, the regular meetings of such organizations shall be set on the next business day best available to the municipal government.
(B) Location. Meetings of the City Council and Public Works Authority shall be at the City Municipal Building unless otherwise required or directed by the Mayor or other authorized municipal official. Any adjourned or continued meeting may be held in any other place within the city, or as may be otherwise needed, as required by the needs of the municipality.
(C) Rules governing. Rules to govern the conduct of such meetings may be adopted as required by the municipality from time to time.
