The owner of any wrecked or inoperable vehicle or trailer which has come into the possession of the city or a private wrecker service under the provisions of this chapter may redeem such property prior to its sale or disposal upon presentation of proof of ownership and payment in full to the city and/or wrecker service of all charges lawfully incurred in its removal, storage, notifications, mailings, advertising and any other expenses of the city. This right of redemption shall terminate with the sale or disposition by the city.
