(A) No person shall park, store, leave or permit the parking, storing or leaving of any motor vehicle or trailer of any kind which is in a wrecked or inoperable condition so as to constitute a WRECKED OR INOPERABLE MOTOR VEHICLE OR TRAILER as defined in state statute, whether attended or not, upon any public property within the city for a period of time in excess of 72 hours.
(B) The presence of an abandoned, dismantled, junked or partially dismantled, wrecked or inoperable motor vehicle or trailer, or parts thereof, on public property is hereby declared a public nuisance which may be abated as such in accordance with the provisions of this chapter.
