No person owning, leasing, occupying or having dominion and control over any privately-owned property or premises shall allow the accumulation of any weeds, grass or vegetation of excessive length, nor allow the accumulation of any refuse, rubbish, trash or other similar material other than the dirt thereon. The excessive accumulation of any such matter is determined to cause a diminution in value of surrounding properties, and therefore shall not be permitted. Upon the ten-day notice provided for in this chapter, the city is authorized to take the appropriate remediation actions as provided.
