For the purpose of this chapter, the following definition applies unless the context clearly requires a different meaning.
RAILROADS. The operation of any mechanical or electrical device, vehicle or series of vehicles on any track or cable device that transports freight, persons, livestock, materials, oil, gas or any other material through the corporate limits of the city.
