Coasters, roller skates, skateboards, scooters and similar devices are hereby restricted from use within the immediate downtown area, being defined as both the surfaced streets and sidewalks from Third to Fifth Streets running north and south and from Choctaw and Osage Streets running east and west, to and including all public areas within the same with the exclusion of the city park area within the fence surrounding the same.
