(A) Time spent in pursuit of duties.
(1) The duties of the Mayor are hereby determined to require the Mayor to spend three hours per day in the Mayor’s office at City Hall or in the pursuit of city business at such other locations as may be required. The Mayor shall set the daily hours for service to the municipality so that at least three hours per day is the average service on a weekly basis. Where possible, the Mayor shall set those hours during the mornings unless the same would conflict with outside employment obligations, the city recognizing that the position of Mayor is a part-time job.
(2) The Mayor shall also spend whatever additional time as may be required, in his or her discretion, to fulfill his or her duties to the city.
(B) Duties enumerated. The other duties of the Mayor shall be as follows:
(1) Appoint, subject to confirmation by the City Council, the City Attorney and all heads or directors of administrative departments, including members of boards and commissions, and appoint all other administrative officers and employees of the city;
(2) Sign the commissions and appointments of all officers, elected or appointed;
(3) Remove or suspend city officers or employees against whom charges of incompetence, neglect or violation of duty are made until such time as the Council shall take action on the charges;
(4) Supervise and control all administrative departments, agencies, officers and employees, act promptly on a charge of neglect or violation of duty of any officer or employee and require any officer to account for and report to the Council, in writing, on any subject pertaining to the duties, powers or functions of the officer when the Mayor deems necessary;
(5) Prepare a budget annually and submit it to the Council. The Mayor shall be responsible for the administration of the budget after it goes into effect;
(6) Keep the Council advised of the financial condition and the future needs of the city. The Mayor shall submit to the Council a report after the end of the fiscal year on the finances and administrative activities of the city for the preceding year;
(7) Make recommendations to the Council of measures for the well-being of the city;
(8) Enforce the city’s ordinances;
(9) Grant pardons for violations of the city’s ordinances, including the remission of fines and costs, subject to the approval of the Council. Said approval may only be given at a meeting of the Council after the reasons and order of remission or pardon have been entered in the journal;
(10) Assist the Public Works Authority concerning water and sewer problems;
(11) Assist engineering companies concerning the future needs and plans of the city;
(12) Assist, oversee, recognize and deal with personnel problems within the city, subject to confirmation, where necessary, of the City Council;
(13) Accept and deal with public complaints as made concerning the city;
(14) Apply for REAP grants, completing documentation for said grants and working in conjunction with a professional, where necessary, as concerns the city;
(15) Help, administer and oversee grant projects for the city;
(16) Meet with and deal with salespeople calling on the city during the month;
(17) Plan for future needs and requirements for the city involving water and sewer upgrades, road repair and other necessary items for the health and safety of the citizens of the city;
(18) Arrange supervision for and work projects for community service workers utilized by the city;
(19) Organize and supervise various work projects involving the new and old lakes of the city;
(20) Act as a purchasing officer for the city, including signing purchase orders, payroll checks and all bills payable, and checks for both the city and the Public Works Authority;
(21) Properly compile and approve all City Council agendas;
(22) Preside over all regular and special meetings of both the City Council and the Public Works Authority;
(23) Assist in the handling of any and all problems arising out of or dealing with the cemetery;
(24) Meet with the public on a daily basis pertaining to the various problems and complaints involved in the city;
(25) Undergo a yearly job performance review by the City Council; and
(26) Have such other powers, duties and functions as may be prescribed by law or further prescribed by ordinance, or as are necessary to the city.
