(A) The water and wastewater rate schedules, as recommended by the Public Works Authority, are hereby adopted and put into full force and effect, and the Public Works Authority is hereby authorized to make proper provisions to implement the schedules and to change the same as may be required from time to time by resolution.

(B) The following rates are hereby established and placed into effect.
(1) Water rates.
