In the construction of this code and all ordinances, the following rules of construction and definitions shall be observed unless inconsistent with the manifest intent of the City Council or the context clearly requires otherwise.
(A) AND or OR. “And” may be read “or” and “or” may be read “and” if the sense requires it.
(B) Acts by assistants. When a statute or ordinance requires an act to be done which, by law, an agent or deputy as well may do as the principal, the requisition shall be satisfied by the performance of the act by an authorized agent or deputy.
(C) Gender. Words importing the masculine gender include the feminine and neuter as well as the masculine.
(D) Singular and plural. Words used in the singular include the plural and in the plural include the singular.
(E) Tenses. Words used in the past or present tense include the future, past and present, where applicable, unless the context clearly indicates otherwise.
(F) General term. A general term following a specific enumeration of terms is not to be limited to the class enumerated unless expressly so limited.
