Any construction activity for which rules or standards not fixed by the State of Indiana or the State of Indiana Department of Homeland Security pursuant to 675 IAC 12, amended, shall be regulated by the most recently fixed set of rules or standards of the State of Indiana which are most reasonably applicable to that kind of structure or building component. The determination of what set of rules or standards are applicable shall be determined by the Building Commissioner.
