All governmental units are required to obtain permits for construction activity in the city as specified for construction activities. Fees for all person(s) shall be required as specified in this subchapter except for the following:
(A) Construction activity for which a fee cannot be charged shall apply to any and all governmental agencies and buildings including public and private schools.
(B) Construction activity accomplished by an employee of the city in the course of his or her employment duties.
(C) Potential economic development opportunities pursued by the city which could enhance the city bringing jobs and increased asset valuation to the city.
