At least a quorum of the members of the Council, board, commission must be physically present at a meeting in which one or more members participate by means of electronic communication. However, at least a majority of the entire Council, board, commission must be physically present at a meeting in which one or more members participates if a final action (vote) is to take place on any of the following matters:
(A) Adopt a budget;
(B) Make a reduction in personnel;
(C) Initiate a referendum; or
(D) Establish, raise, or renew a tax.
