Subject to the provisions of this subchapter, a Council member/other board and commission members may participate in a meeting by any electronic means of communication that:
(A) Allows all participating members to simultaneously communicate with each other; and
(B) Other than an executive session, allows the public the opportunity to simultaneously attend and observe the meeting. Live streaming of a meeting shall satisfy the public attendance and observation requirements of this subchapter.
