It shall be unlawful for any person to paint, post, or otherwise affix any bill, notice, or advertising sign upon any structure, tree, or thing within any park, playground, or other property under the control of the Department of Parks and Recreation, without first having obtained written permission therefor from the Board of Parks and Recreation.
