§ 96.51 SUPERVISION.
   The recycling program shall be under the direction of the Director of the Department of Public Works and shall conform to the following guidelines:
   (A)   Employees of the Department of Public Works shall not have any responsibility in picking up recyclable materials or containers.
   (B)   The city shall not be responsible for the inventory, distribution, maintenance of any container, equipment or vehicle used to collect recyclables.
   (C)   The Director of the Department of Public Works shall set up the routes for recycling pick up.
