(A) No flora shall be planted in a right-of-way planting strip with a width less than 48 inches. A permit, issued by the Department of Public Works, is required for the planting of any flora within any right-of-way planting strip greater than 48 inches.
(B) No flora shall be planted within 25 feet of any street corner, measuring from the point of the nearest intersecting curbs or curb lines.
(C) No flora shall be planted within ten feet of any fire hydrant.
