(A) Within 90 days after the Commission is selected, it shall adopt rules governing the following:
(1) The selection and appointment of members of the Department;
(2) A uniform promotional process for the Department;
(3) Uniform disciplinary rules and procedures consistent with the provisions of IC 36-8-3.5-17, IC 36-8-3.5-18 and IC 36-8-3.5-19;
(4) A system for the rating of past performance of all members of the Department;
(5) Such other rules and regulations not inconsistent with this subchapter which the Commission believes to be beneficial for the administration of the Department;
(B) In adopting the foregoing rules, the Commission shall comply with the notice and hearing provisions of IC 36-8-3.5-10.
