Within 30 days after the selection of the Commission, the Commission shall adopt rules governing the time and place of regular monthly meetings, the conduct of regular and special meetings and rules for the transaction of business in the Commission. A majority of the Commissioners shall constitute a quorum at any meeting, and a majority vote of all Commissioners shall be necessary to take any formal action. The Commission shall annually select from among its members a president, vice president and secretary. The Commission shall keep a permanent record of its proceedings and shall submit a proposed budget to the city as other budgets of the city are submitted. The Commission’s budget shall only address the administrative expenses to be incurred for the operation of the Commission.
