§ 154.314 OPENABLE WINDOWS.
   Every window, other than a fixed window, shall be capable of being easily opened and held in position by its own hardware and all basement and ground floor windows and all upper windows adjacent to porch roofs, decks or other accessible exterior elements shall be capable of being latched securely.
