Such notice prescribed in §§ 154.061 and 154.062 shall be deemed to be properly served upon such owner or such person or persons responsible if a copy thereof is delivered to the person personally; or by leaving the notice at the person's usual place of abode, in the presence of someone in the family of suitable age and discretion who shall be informed of the contents thereof; or by mailing first class mail, postage prepaid, to the person's last known address; or if the letter is returned because it could not be delivered, by posting a copy thereof in a conspicuous place in or about the structure affected by such notice. Where notice to vacate, notice of an emergency order, or notice that a structure or part thereof has been declared unsafe is served, service shall be in accordance with the provisions of § 150.270.
