Upon the filing of a petition for a license required by this chapter, the department affected shall cause an investigation of the request and of the circumstances enumerated in such petition to be made. Upon completion of the investigation, the Building Commissioner shall recommend to the Board of Public Works and Safety that the license be either granted or denied, and if granted, the term and conditions of the license.
