No permit required by this subchapter shall be issued until an application therefor has been filed with and approved by the Building Commissioner, showing the plans and specifications, if required, of the proposed sign, including the dimensions, materials, and details of construction and a full compliance with all the requirements of this chapter relating to the structure.
