The Board of Public Works and Safety may make, or cause to be made, such investigations as the Board of Public Works and Safety shall deem necessary in order for it to perform its duties under this subchapter. Upon request by the Board of Public Works and Safety, any person shall make available for inspection by the Board or any person designated in writing by the Board as its representative for such purpose, all of such person's books, records, and papers at any reasonable time and after ten days written notice.
