(A) Any person or corporation desiring to place, install, or suspend any sign above and over any public street, shall first obtain a permit from the Clerk-Treasurer. The minimum fee for such permit shall be $30, and the general rate shall be $1 per square foot of gross area.
(B) The Clerk-Treasurer shall not issue any permit without first obtaining the consent and approval of the Building Commissioner. Consent and approval shall be given by the Building Commissioner if any sign for which a permit is desired conforms to all provisions of this and any other provisions applicable.
