It is hereby declared, as a matter of public policy of the city, as follows:
(A) That the creation of loud noises of various kinds within the city may constitute a public nuisance;
(B) That the creation of loud noises over a prolonged period of time may be detrimental to the public health, safety, and welfare of the residents of the city.
(C) That it may be a necessity to determine the source of the loud noise by public safety employees, and the public may be asked to discontinue the loud noise for the public health of the residents of the city.
