§ 100.03 INFRASTRUCTURE IMPROVEMENTS CONCERNING LOCAL ROADS, SIDEWALKS, DRIVEWAY APPROACHES, LEAD WALKS, AND CURBS.
   (A)   Infrastructure improvements to local roads, sidewalks, lead walks, driveway approaches, and curbs throughout the city will help increase the value of real property, enhance the safety of all involved, and provide for a clean environment and a more pleasant surrounding.
   (B)   The city shall bear all cost for local road improvements, curb repairs, and new curb installations, sidewalk panel replacement, new sidewalk installation, driveway approaches, and lead walk installation located on city owned property, easements, and/or rights-of-way. The city cannot be responsible for any sidewalk, driveway approach, drive, or walkway leading up to a structure that is found to be on private property unless the object has been directly affected by city actions.
   (C)   The city shall ensure ADA compliance concerning curbs and ramps when road resurfacing or road replacement is scheduled.
   (D)   The city shall require that fire hydrant markers be installed, and proper street markings are in place concerning crosswalks, stop bars, and lane recognition markers, and any other road marker required for compliance when a local road is re-paved. The city shall also install autonomous markings on roadways once legislation requiring such is approved by INDOT.
   (E)   The city shall inspect and replace any bad sidewalk panel found during road milling or road reconstruction. The city can install new sidewalks (but is not required to do so) where there are not sidewalks, depending upon the cost associated with the installation. Should the city decide to install new sidewalks (where there has been none), the sidewalks must meet the latest ADA measurement requirements.
