It is unlawful for any property owner, occupant, or other person to allow a public nuisance to exist. Nothing in this chapter should be construed to encourage or authorize the discrimination by lessors against any person based upon race, creed, religion, sex, age, sexual orientation, gender, veteran status or national origin.
