All regulations, rules, and fee schedules shall be communicated to all property owners of the city by either delivery of the same to each premises from which collection is to be made or by notice published at least one time in a newspaper of general circulation in the city at least ten days prior to implementation. In addition, as much publicity and notice as is possible shall be given by means of the various media available.
