The franchisee shall be permitted to require advance payment for installation fees and for one month's advance subscriber fee. The franchisee has the right if necessary to supply converters to subscribers and be permitted to charge a reasonable deposit and maintenance fee for the converters. The franchisee shall require no further deposit, advance payment or penalty from any subscriber or potential subscriber without prior approval of the authority.
