(A) Disconnection shall be free of charge at the company's expense and shall be carried out with immediate dispatch upon request of the subscriber.
(B) There shall be no charge for disconnection of any of the aforementioned installations or connections. If a subscriber has failed to pay a properly due monthly subscriber fee, 30 days after the due date of the fee, the franchisee may cause disconnection of the subscriber's cable installation, however, upon payment in full of the delinquent monthly subscriber fee, franchisee shall promptly reinstate subscriber's cable service
