The authority shall consist of five residents of the city appointed by the Mayor and approved by the Common Council. Each member shall serve a term of five years; provided, that appointments to the first authority shall be for one, two, three, four, and five year terms, respectively. Any vacancy in the office shall be filled by appointment of the Mayor and approval of the Common Council for the remainder of the term. No employee or person with any ownership interest in any cable television franchise granted pursuant to this chapter shall be eligible for membership on the authority nor shall any person whose occupation or ownership creates a conflict of interest. The Mayor, or his authorized representatives, may serve as an ex officio nonvoting member of the authority. The authority shall select from among its number a chairman who shall preside over the meetings. The term of the chairman shall be for two years and no member shall succeed himself in the position of chairman.
