Any person receiving a notice authorized by this chapter shall pay a fine of $5, payable at the office of the Clerk-Treasurer within 48 hours from the time the notice is attached to the vehicle or served upon the person in charge of the vehicle. If the fine is not paid within 48 hours, the officer shall initiate prosecution by affidavit in the appropriate court, in which case prescribed penalties shall be in full force and applicable. Each notice shall constitute a separate and distinct offense and each violation shall also constitute a separate offense.
