The penalty for violation of any provision of this subchapter, in addition to payment of all storage and towing fees, shall be as follows:
(A) A fine not exceeding $50 for a first violation, which may be assessed through the city's traffic citation ordinance.
(B) A fine not exceeding $100 for a second violation with a 12-month period of the first violation.
(C) A fine not exceeding $200 for a third violation and any additional violation within a 12-month period of the first violation.
