The Board of Public Works and Safety, or its authorized representative, is authorized to regulate timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at a variance from speeds otherwise applicable within the district, or at intersections, and the Board shall have appropriate signs erected giving notice thereof.
