Any person that has violated or continues to violate this subchapter shall be liable to criminal prosecution to the fullest extent of the law, and shall also be subject to any other criminal and/or civil penalties authorized by law including but not limited to potential monetary penalties, damages and or imprisonment as may be authorized by law. The city shall recover all attorney's fees, court costs and other expenses associated with enforcement of this subchapter, including sampling and monitoring expenses.
