§ 39.04 ADMISSION OF AND PAYMENT OF PENALTIES.
   (A)   A violator of the sections listed in § 39.03 above may elect to admit a violation of any of the above scheduled ordinances before the Clerk-Treasurer. The Clerk-Treasurer may assess a civil penalty as follows:
      (1)   Twenty-five dollars if the penalty is paid within seven days; and
      (2)   Forty dollars if the penalty is paid within eight to 60 days after the violation is issued.
   (B)   Admissions and payment of penalties under this chapter may be made in person, by mail, or through an agent of the violator, which agency shall be evidenced by a written instrument signed by the violator.
