§ 31.04 PRESIDING OFFICER.
   The Mayor, or in his or her absence the President Pro-Tempore of the Common Council, shall be the presiding officer of the Council pursuant to IC 36-4-6-8. Meetings shall be conducted pursuant to IC 36-4-6-1 et seq., and in accordance with this chapter.
