§ 31.03 MEETINGS.
   (A)   The regular meeting date and time for the Common Council shall be at 7:00 p.m. on the first Monday of each month. Meeting days which fall on a holiday shall be conducted the day following the holiday at 7:00 p.m. or as determined by the Common Council at a prior regular meeting. The Common Council shall hold its meetings in the Council Chambers or such other publicly accessible location within the city as determined by the Common Council and announced at a prior regular meeting.
   (B)   A special meeting of Common Council may be called by the Mayor upon at least three days notice in writing of the time and purposes of the meeting, such notice to be given by regular United States mail. All or any Council members or non-members may waive notice in writing of any special meeting, or by signing a copy of the minutes of the meeting.
