All connections made to the waterworks and sewerage systems made by a licensed contractor shall be made under the supervision of the superintendent thereof, and no connection shall be covered until the work has been inspected and approved. A utility connection or extension shall be accomplished by boring only beneath the road and sidewalk and any open cutting is not allowed except by special permit of the village.
