12-1-9: WATER AND SEWER SERVICE OUTSIDE VILLAGE LIMITS:
Water or sanitary sewer services or connections to properties outside the corporate limits may be allowed in such cases as determined by majority vote of the corporate authorities. In the event of approval of such connections, all such users of water and/or sanitary sewage services shall be charged an amount as the corporate authorities so establish from time to time. However, such rates and charges shall not be less than two hundred percent (200%) of the prevailing rates for service provided within the corporate limits. No person having a residence or place of business within the territorial limits of the village shall be permitted to purchase water or sanitary sewer services from any other municipal corporation or other public utility for such residence or place of business located in the village whenever the waterworks and/or sewerage system of the village is adjacent to the property to be provided by the utility services.
Any person owning or controlling premises located outside the corporate limits of the village and desiring to connect to the waterworks and sanitary sewerage systems of the village after village approval as provided above, may do so by complying with the requirements of this title and by paying connection fees as determined by the board of trustees and by paying the water and sewer bills submitted to them by the village. If the property to be served is adjacent to the village, the applicant must agree to annex to the village, otherwise the corporate authorities have the right to refuse sewer and/or water service.
