The waterworks and sewerage department, under the direction of the village president and board of trustees, and such other officers and employees designated by them shall have the supervision, management and control, subject to the village board, of the maintenance, enlargement and operation of the waterworks and sanitary sewer utility systems owned and controlled by the village, and of all matters and things connected with the operation, maintenance and extension of said systems and preserving the property belonging thereto.
