No plat of any subdivision shall be entitled to be recorded in the County Recorder's office or have any validity until it shall have been approved in a manner prescribed in this Title. The Building Commissioner of the Village of Beecher shall be responsible for the enforcement of these subdivision regulations. Said commissioner shall have the power and shall see that the provisions herein are properly enforced.
