No building permit shall be issued by any governing official for the construction of any building, structure or improvement to the land or any lot within a subdivision as defined herein, which has been approved for platting or replatting, until all requirements of this Title have been complied with - unless an agreement is entered into between the builder or owner and the Village waiving or postponing such requirements.
