All public improvements required to be made under the provisions of this Chapter shall be inspected during the course of construction by the Village Engineer or a duly designated deputy. All fees and costs connected with such inspection and the reviewing of the plans and specifications for such improvements shall be paid by the subdivider to the Village. All inspection fees shall be paid before release of any bonds and such fees shall not exceed one and one-half percent (11/2%) of the cost of construction of said improvements inspected.
