Institutional, commercial, and industrial garbage and refuse, including any other waste of any kind generated on site, shall be collected minimally weekly or as often as is necessary to prevent any accumulation of garbage, refuse, and waste which would cause any nuisance or health hazard or the breeding of insects or rodents. Institutional, commercial and industrial garbage, refuse and waste shall be stored in metal or plastic containers having close fitting covers, except bulk refuse such as large wooden and cardboard boxes.
